The best canning tool sets
Four tools do the work. Every set includes a fifth that you will not use. Here is which sets get the four right.

A canning tool set needs four things: a jar lifter, a wide-mouth funnel, a bubble remover with a headspace scale, and — optionally — a magnetic lid wand. A set almost always costs less than buying a decent jar lifter and a stainless funnel separately, which makes it the efficient purchase even though the lid wand goes unused.
This is a small category with a clear structure. Every set contains roughly the same pieces, the pieces solve genuine physical problems, and the differences between sets come down to build quality on the one tool where build quality is noticeable.

Where build quality shows
On the jar lifter, and essentially nowhere else. A lifter with soft, well-shaped rubberized jaws and a firm hinge grips a wet jar; a light one with hard plastic jaws is the tool people quietly replace after one season. The funnel matters in material terms — stainless does not stain or hold odors the way plastic does — but a plastic funnel does the job.
The bubble remover is a molded piece of plastic and every version does the same thing. Buy on price. What you actually want from it is the headspace scale printed on the side.

Set or separates?
Buy the set. The math is not close: a good jar lifter and a stainless funnel bought individually usually exceed the price of a four-piece set that includes both plus a bubble remover. The only reason to buy separates is that you already own a lifter and want to upgrade one specific piece — most often the funnel, where stainless is a genuine improvement over plastic.
What is not in any set
A timer, a ladle, a clean cloth for wiping rims, and a tested recipe. The last one is the item that makes the largest difference to your results, and no tool set includes it. See best canning books.
